New York WITS is an Internet-based management information system used by the ATR/NY SOARS program. ATR/NY SOARS providers utilize this software to enroll participants, issue vouchers, and to record and bill for services.

WITS is accessed through a secure connection to safeguard the privacy of participants and to protect against unauthorized use. ATR/NY SOARS provider staff approved to use WITS are given a three-tier login (user ID, password and PIN), and are assigned a user role that determines what options they can access in the system.

Recovery Care Managers (RCM) in each of our three regions, use WITS to enroll participants, conduct Government Performance Results Act (GPRA) interviews, create Recovery Plans, and record encounters with participants. After a participant’s Recovery Plan has been completed, RCM can refer participants to Recovery Support Service (RSS) providers for recovery support services. The Consent and Referral process in WITS ensures compliance with CFR 42 and HIPAA on participant confidentiality by documenting the consented information that will  be shared with other agencies.

Recovery Support Service (RSS) providers use WITS to accept participant referrals and vouchers, and to record and bill for their ATR services.

OASAS uses WITS monitor information related to the ATR/NY SOARS grant program including Government Performance and Results Act (GPRA) Intake and Follow-up rates. OASAS uploads (non-identifying) GPRA data to the SAMHSA ATR Information System (SAIS).
